Snow, sleet and frigid temperatures that accompany winter months dampens the enjoyment of outdoor recreational activities and slows progress at the workplace. A common article of clothing worn by many people to help combat such cold temperatures is the scarf. Even though around for countless years the scarf does have disadvantages. First, it is always prone to slipping down and falling off due to the long excess that typically hangs out. Second, most scarves are of a relatively thin design which requires multiple turns about ones neck for any insulating value. This in turn makes it difficult to put on and take off. These disadvantages are especially troublesome for children. Accordingly, there is a need for a means by which one can be afforded the functionality of a scarf without the disadvantages.
